يسعى هذا الكتاب أن يكون شرحاً مبسطاً مستفيضاً لا للقواعد القانونية الخاصة بالمسؤولية كما وردت في التشريع الفرنسي أو في القانون المدني المصري، أو في القانون المدني العراقي، وإنما جعلته شرحاً مفصلاً لقواعد المسؤولية المدنية في قوانين البلاد العربية كلها، عرضت فيه نصوص المسؤولية المدنية في قوانين الأقطار العربية (أردنية، وكويتية، وسورية، ولبنانية، ومصرية وليبية وتونسية وجزائرية ومغربية) إذ لم أدع نصاً من نصوص هذه القوانين ينطوي على حكم خاص متميز إلا وأشرت إليه وشرحت الحكم الذي ينطوي عليه، وبينت في كثير من الحالات السبب الذي دفع هذا المشرع العربي أو ذاك إلى تبني هذا الحكم الخاص المتميز، وأردفت ذلك - غالباً - ببيان رأي في هذا الحكم.
وعليه، يقع هذا الكتاب في خمسة أجزاء موزعة على النحو التالي: الجزء الأول: للباب التمهيدي ولركن الضرر خاصة، الجزء الثاني: لركن الخطأ، الجزء الثالث: لرابطة السببية واتفاقات الإعفاء من المسئولية والتأمين منها، الجزء الرابع: لمسئولية الانسان عن فعل الغير، الجزء الخامس: لمسئولية الانسان عن فعل الحيوان وعن الأشياء غير الحية.
