لا شك ان قانون الخدمة المدنية هو الذي ينظم العلاقة الوظيفية بين الموظف الخاضع لاحكامه وبين الجهات الادارية منذ تعيينه في الوظيفة حتي انتهاء خدمته، وإدراكاً وقوف الموظف علي الأحكام الخاصة بالوظيفة العامة ومعرفة حقوقه وواجباته لتكون عوناً له لمواجهة كافة الظروف التي يمر بها خلال حياته الوظيفية ليؤدي عمله وهو مدرك لجميع الاجراءات التي تنظم عمله والحدود التي يجب أن يتقيد بها.
كل ما أرجوه أن اتمكن من تسليط الضوء علي أهم الاوضاع الوظيفية للموظف كمحاولة متواضعة مني للإسهام ولو باليسير في وضع الموظف امام اهم الاحكام الوظيفية التي تنظم عمله.
ولعلي ارتباط عملي بقانون الخدمة المدنية ولائحته التنفيذية قد سهل لي بتوفيق من الله ان اعرض الموضوع بالشكل الذي يبسط للقاريء فهمه مع حرصي علي أن أدعمه ببعض المراجع والأحكام القضائية لتساعد علي اضفاء مزيد من الشرح في بعض المواضع التي تناولتها، وأخيراً فقد رأيت أن ابدي رأي الشخصي في بعض المواضع علي أن اضفي شيئا نافعاً فإن حالفني الصواب فالتوفيق من الله وبفضله وإن خرج الرأي علي غير ذلك فمن عند واسال الله ان لا يؤاخذني ان نسيت شيئاً او اخطأت.
