عرف معظم الفقهاء الجريمة الاقتصادية بأنها كل عمل أو امتناع عن العمل يأتيه الإنسان أو لا يأتيه بهدف الأضرار بمصالح الدولة الاقتصادية ويكون له أثر سلبي على الاقتصاد القومي الإجمالى، يتفاوت بحسب درجة خطورة العمل أو الامتناع عن العمل المذكور. فبعد أن كان تحصيل لقمة العيش أولويات الإنسان البدائي يأخذها من الإنسان الآخر الذي غالباً ما كان بالنسبة غليه بمثابة العدة، تطور الأمر إذ أصبحت أهدافه في غالب الأوقات النيل من مصالح الدولة الاقتصادية للحصول على الأرباح غبر جني الأموال غير المستحقة أو عدم دفعه لما كان يتوجب دفعها. فالتهرب من الرسوم الجمركية هو المثل الحي عن السرعة الاقتصادية.
وبالنظر لما تتمتع به هذه الجريمة من أهمية على الصعيد العام للدولة وعلى الصعيد الخاص للأفراد فقد اعتنى "ملحم كرم" بوضع دراسته القانونية التحليلية التي بين أيدينا والتي جعلها شاملة لتغطي كافة جوانب هذا الموضوع سواءً لجهة تعريفها أو لجهة العقوبات المفروضة عليها من بعض الدول أو لجهة الأفعال التي تعتبر جرائم اقتصادية.
وبالنظر للتشعب في الموضوع عمد المؤلف إلى تقسيم دراسته على بابين، ضمن الأول منهما مجرد تعداد للجرائم الاقتصادية في لبنان ولأنواعها ولتصنيفها، وهو في هذا التعداد يعتمد على حسب ورودها في قانون العقوبات اللبناني أو في القوانين الأخرى. أما الباب الثاني فأفرده لمعالجة أركان كل نوع من أنواع الجرائم التي قام بتعديدها في الباب الأول فتطرق لركن الجريمة الاقتصادية المادي ولعناصره ومقوماته ومميزاته، كما وبحث في فكرة الركن المعنوي للجريمة الاقتصادية وذلك بعد أن فصل القول في الركن المعنوي في الجرائم عامة
