الجريمة ظاهرة إجتماعية موجودة في كل المجتمعات البشرية بغض النظر عن درجة رقيّها وتطوّرها، وهي تشكّل تهديداً للإنسان كفرد في حياته وكيانه، وقد يتوقف عليها مصير المجتمع نفسه.
لكن الإنسان واجه وما زال صعوبات جمّة في فهم الجريمة والسلوك الإجرامي، والوقوف على أسبابهما ودوافعهما، وماذا ينبغي فعله للسيطرة على الجريمة، أو على الاقل الحدّ من إنتشارها، وماذا بمستطاع العلم تقدمه مساهمةً في إيجاد الطُرُق والوسائل المُناسبة والفعّالة للتعامل مع المجرمين، وإصلاح حالهم، وإعادتهم إلى حظيرة المجتمع ثانيةً أُناساً أسوياء.
الدكتور أحسن طالب، رئيس قسم العلوم الإجتماعية في معهد الدراسات العليا التابع لأكاديمية نايف العربية للعلوم الأمنية بالرياض، أعدَّ هذا الكتاب كمدخل إلى دراسة الجريمة والعقوبة... وهو نوعٌ من الكُتُب التدريسيّة التي تندرج ضمن إختصاص علم الإجرام، أو علم إجتماع الجريمة.
ولذلك، فهو لا يرمي إلى مراجعة أدبيات الجريمة والعقوبة مراجعة تاريخية، سردية، تتبّعية، بل يروم بالأساس تقديم عرضٍ كافٍ وضروري للمواضيع المتصلّة بالجرائم والعقوبات والمؤسّسات الإصلاحية، بما فّيها السجون، مع تسجيل المؤلّف لبعض المواقف من عدد من القضايا والطروحات الراهنة بغية الشرح والتوضيح، وتيسيراً للمادّة على الطلاب خصوصاً، وعلى الدارسين والقرّاء عموماً.
