وعبر هذا المناهج فإن المؤلف يقسم كتابه إلى ثلاثة أجزاء فالجزء الأول يعنى بالناحية النظرية لتخطيط المدن، وفي الجزء الثاني ينتقل إلى الجانب العملي التطبيقي للتخطيط طارحاً موضوعاً غاية في الأهمية وهو "إستراتيجية التجديد في بناء المدن" أما الجزء الثالث فيتعرض من خلال موضوع "التحكم في النمو" إلى مدى الإستجابة الرسمية لتطبيق الوسائل المختلفة في التخطيط للتغلب على المشاكل وإختيار الحلول المناسبة، مؤكداً على الجوانب الإجتماعية والإقتصادية في الحياة المدنية...
