إن نظام الحكم في الإسلام يعني قضايا الأمة وأوجاعها وبواعث كمالها، والحاكم هو العنصر الأبرز لعكس هذه القضايا وقيادة الدولة وعناصرها ومؤسساتها لبلوغ مراتب الكمال الممكن وبأشواط مختلفة لتحقيق الغايات. وأي خلل في مفهوم الحكم والحاكم يعني شططاً خطيراً يمكن أن يؤدي إلى تغيير أصل الهوية ومفهوم الضرورات في حياة البلاد والعباد من هنا تصبح قضايا الشعب والبلاد الهمّ المركزي في خطط حاكم البلاد. التي لا يجوز معها التبرير والتعذير وخلط الحق بالباطل. وتشبيه الخاص بالعاز.. الزعامة أو الحاكم تعني تلبس قضايا الجماعة والاجتماع, وها هي جماعات بلادنا وناسنا وأمتنا في كثير من أصقاع العالم يعيشون الكدر والخوف والفزع والذل والمهانة، في حين على رأس الحكم حاكم لا يعرف جوعاً أو وجعاً، تقتله التخمة، وتتعبه الرفاهية، ويحيط به الجشع من كل مكان، ولا يهمه جوع شعبه ولا وجع أمته.
في الشعرية نصوص كثيرة تؤكد طابع وجوب الإنفاق ليس من خمس وزكاة فحسب؛ بل على الذين أخرجوا تلك الحقوق أن ينفقوا ما يستطيعون أيضاً لعناوين أهم، منها ما يتوقف عليه الحياة، ومنها ما يتوقف عليه رفع هلكة، ومنها ما يتوقف عليه حفظ الدين وقيام أمر المسلمين، ومنا ما يتوقف عليه هيكلة المؤمنين ليكونوا عنصر قوة في المجتمع لا عنصر استجداء وذلّ وهوان ومهانة واصطفاف أمام طوابير الإعانة ومشاهد الانكسار والذل والانحدار. إلى جانب ذلك فإن الحاكم في الإسلام أقرب للفقير والمستضعف وأهل الإيمان من غيرهم، والحاكم في الإسلام غير متحجب، وشكل الصلة والعلاقة بالرعية مهما كان الأمر لا بد منها ليعرف مكامن الألم والوجع في رعيته. وفي تاريخنا الإسلامي أمثلة كثيرة على ذلك.
من هنا قام المؤلف بتجميع الإشارات الرفيعة الواردة عن الإمام علي رضي الله عنه في كتاب لابن حنيف وغيره، فيما يتعلق بقضايا الجوع والوجع والحاجة والرابطة وما يجب أن يكون عليه الحاكم. وعليه فإن هذا الكتاب هو أقرب بمضمونه للفكر السياسي منه إلى الفكر الدستوري في الحاكم والحكم والحكومة.
