يعتبر مجلس الأمن والجمعية العامة من الأجهزة الهامة في منظمة الأمم المتحدة وكما تعتبر القرارات الصادرة عن هذين الجهازين من القرارات التي تعبَر عن رأي الجماعة الدولية [الدول الأعضاء في منظمة الأمم المتحدة]، وحيث يظهر رأي الجماعة الدولية من خلال الممارسات التي يقوم بها هذين الجهازين على الصعيد الداخلي للمنظمة أو على صعيد علاقات المنظمة مع الدول الأعضاء فيها والمنظمات الأخرى.
وقد تناولت هذه الدراسة أهم الممارسات التي يقوم بها هذين الجهازين وهي القرارات الصادرة عنهما. وقد قسما إلى ثلاثة فصول الأول: فصل تمهيدي تناول صنع القرارات داخل الأمم المتحدة وأشكالها، أما الفصل الثاني فتناول إلزامية قرارات الجمعية العامة للأمم المتحدة، والتي هي إحدى الفروع الرئيسية للأمم المتحدة، وهي الجهاز الذي تمثل فيه كافة الأعضاء. وأما الفصل الثالث فتناول إلزامية قرارات مجلس الأمن الدولي الذي يعتبر أهم الأجهزة في الأمم المتحدة والقيمة القانونية لهذه القرارات؛ كما تناول هذا الفصل بعض التطبيقات العملية لقرارات مجلس الأمن الدولي وخاصة القرارات التي أصدرت مؤخراً في هذا المجلس –حتى تاريخه 2005- وتناولت بشيء من التحليل والتعليق.
