لا تكاد الرواية العراقية تفارق حرباً حتى تعانق بديلاً له، فمن عنف النظام البعثي البائد، تنطلق أحداث رواية "قضية عفاف" للكاتب ستّار التميمي، لنقرأ مراحل مسربلة بالدماء، مسكونة بالقسوة، منطوية على صوت الحديد والنار، هذا على المستوى العام، أما على المستوى الخاص، فالرواية تعكس تأثير الحرب على الأفراد، وتقدم صورة عن الواقع المخابراتي الرث في ظل حكم الرئيس الأسبق منذ الثمانينات وحتى الحرب الخليج الثانية حيث تدور أحداث الرواية.
فبطلة الرواية "عفاف" أخذت الحرب زوجها الذي ترك لها طفلاً في العاشرة عن عمره، طردها أهل زوجها لأن ابنهم تزوجها على الرغم من رفضهم لها، أحضروها وهددها، إما أن تتخلى عن الميراث، وإما أن يسلموها إلى أهلها فيقتلوها.
في تلك اللحظة قررت عفاف بدأ صفحة جديدة في حياتها، ولأنها لم تكمل الشهادة الجامعية أثناء زواجها، لم تجد عملاً يليق بها كامرأة، فقررت الذهاب إلى شارع الرشيد تجمع ما تبقى من أوراق المطابع وتبيعها، وتسلم ما تدخره من مال إلى أقرباءٍ لها اضطرت أن تعيش معهم...
تتوالى الأحداث في الرواية حتى تتعرف إلى فارس الذي يملك بدوره مطبعة في شارع الرشيد، ولأن جمالها يفوق الوصف، أغرم فارساً بها، وقرر الزواج منها، فذهب إلى أهلها في البصرة ليعقد لها مصالحة مع عائلتها ويطلبها، وافق الأهل على طلبه، ولكن ما أن وصل فارساً العاصمة حتى دق بابه جيشاً من المخابرات، يسألونه ما علاقتك بأهل الفتاة وعلى ما يبدو أنهم كانوا معارضين للحكم، ما سبب له شبهة قادته إلى السجن، وفي هذه الأثناء تغادر عفاف المنزل إلى مديرية الأمن، وعندما يعود لا يجد عفاف، ليتبين لاحقاً بأنه قد ألقي القبض عليها هناك في - مديرية الأمن - وعذبت واغتصبت وأعدمت بطريقة بشعة دون أن تحمل ذنباً إلا دفاعاً عن حبها.
