يعد هذا الكتاب موسوعة أدبية لعالم أندلسي كبير, اشتهر في تاريخ الأدب الأندلسي بالموسوعية العلمية والثقافية ووفرة الإطلاع. لقد وهب حياته للعلم وأخلص له, فوعى علوم الدين, كما وعى علوم الدنيا, دون أن يفرق بين علم وآخر من حيث الاهتمام أو الأهمية. وقد احتل الأدب العربي مكانة بارزة بين معارف المؤلف, فحفظ منه الكثير في عمره المديد الذي قضاه في صحبة العلم والعلماء, ولهذا فإن ما أودعه في هذا الكتاب جاء مختاراً منتقى من مأثور الأدب نظماً ونثراً, من إنتاج المشرقيين والأندلسيين على السواء. لقد حفظ المؤلف بهذا الكتاب, تراثاً قيماً ضاعت معظم مصادره الأصلية مع ما ضاع من تراثنا العربي الإسلامي, فأسدى بفعله هذا خدمات جليلة لمن جاء بعده من الأجيال. وقد اختار المؤلف مادة كتابه من القرآن الكريم والحديث الشريف وتراث العرب شعراً ونثراً, وحكم الأمم الأخرى وفلسفاتها مما يتفق وغايته من تأليف كتابه.
وإذا ما حاولنا استواء منهجه نجد أنه قد سعى للبساطة بالعرض وقرب المأخذ والابتعاد عن الغريب في اختيار مادته، وقد قسمه إلى أبواب بلغت مئة واثنتين وثلاثين باباً، يضم كل باب منها معنى من معاني الدين أو الدنيا. فهو يفتتح الباب بآية من القرآن الكليم إن تيسر له ما يناسبه، ثم يثني بحديث من أحاديث الرسول صلى الله عليه وسلم، ثم يورد نتفاً من أشعار العرب وحكمهم، أو ما أثر عن غيرهم من الأمم مما يتصل بالباب بسبب. إنه يتشابه مع ابن كتيبة في كتابه "عيون الأخبار"، أو ابن عبد ربه في كتابه (العقد الفريد)، ولكنه يزيد عليهما أنه يورد المعنى وضده "ليكون أبلغ وأشفى وأمتع".
ولعل أبرز ما يميز ابن عبد البر في منهجه ميله إلى العبارات المهذبة والألفاظ التي لا تجرح الحياء، مع حرصه على استقصاء المعنى، وإيراد عدد من الشواهد قيل نظماً ونثراً، ونقده لبعض الأخبار التي وردت عند سابقيه، كنقده لما ورد في كتاب (الجان) للجاحظ، عن الغيلام وظهورها لبني آدم وزواج بعضهم منها. ولقد كان ابن عبد البر لطيفاً في نقده حيث يقول: "إنها من دعابات عمرو بن بحر ومجونه".
