ظهرت الدبلوماسية منذ ظهور المجتمعات البدائية، وتطورت مع تطور وتعقُّد الحياة الإجتماعية والسياسية والإقتصادية للشعوب والأمم والدول، وقد عرفها القدماء ومارسوها في نطاق محدود، وفي إطار مراسيم إعلان حالة الحرب والسلم وعقد المعاهدات.
وبعد ذلك ظهرت مدرسة فلورنسا في الدبلوماسية، واشتهرت في التعبير عنها ميكافيلي، فيلسوف العمل السياسي الواقعي، ومن أوائل من صاغ قواعد التشريعات الدبلوماسية الإيطالية في كتابه الشهير "الأمير".
بعد خبرة دامت أكثر من خمسة وعشرون عاماً في حقل الديبلوماسية، جاءت فكرة إعداد دليل في الدبلوماسية والمراسيم للسفير سعدي الطميزي وسمه بــ "دليل ممارسة الدبلوماسية والمراسم" ليكون الدليل بمثابة عون لكل الذين يهتمون بالدبلوماسية والعمل الدبلوماسي.
وقد اعتمد مؤلفه في إعداده منهجاً واضحاً يلتزم قواعد العمل الدبلوماسي ومراسمه، ويقوم هذا المنهج بحسب المؤلف في شكله العام على البساطة والسلاسة والإختصار، وجاءت محتويات جزئيه الدبلوماسية والمراسم وكذلك نماذج المراسلات الدبلوماسية باللغة الإنجليزية تباعاً وفق تسارع عمل البعثة الدبلوماسية منذ الإتفاق على إقامتها مروراً بمرحلة تأسيسها وإنطلاقها في ممارسة مهامها.
هذا، وقد ألحق المؤلف بالدليل "إتفاقية فيينا للعلاقات الدبلوماسية" المبرمة في فيينا عام 1961م، نظراً لدورها وأهميتها في مجال التنظيم الدولي، وكذلك ألحق بالدليل "القانون الدبلوماسي الفلسطيني" لعام 2005م، لأهميته في تنظيم العمل الدبلوماسي الفلسطيني.
وختم الدليل بمجموعة من النماذج المستخدمة في إعداد المآدب الدبلوماسية، ومنها: طريقة الموائد المستديرة، مائدة رئيسية بشكل مستطيل، ثلاثة موائد متقابلة على الطريقة الإنجليزية وغيرها من أشكال تتم عبرها جلسات الدبلوماسية.
