ويبقى موضوع العلاقة بين السيادة والسلطة هاجساً يشغل جهد المفكرين والباحثين في هذا الميدان، وتتفاعل الآراء والاجتهادات في مستويات عديدة، ابتداءً من صياغة الدستور وانتهاءً بممارسة السلطة لدورها في الحياة الاجتماعية والاقتصادية والثقافية. وإذا كانت السيادة مفهوماً متسعاً يضمّ كل تعبيرات الشرعية، فإن ممارسة السلطة تتطلب قبل كل شيء بلورة مفاهيم تنال أقصى درجات التوافق والرضى بين مختلف القوى والاتجاهات، ومن دون ذلك يحدث الفراغ الذي يؤدي إلى نفق مظلم من الاصطراع والتناحر.
