"عصام نعمة إسماعيل" كاتب متمرس يقضي أياماً وأسابيع في كتابة مقالة قانونية أو حتى تقديم قراءة قانونية لموضوع معين، غير أن مزاجية بعض المجلات والصحف اللبنانية، قد منعته مراراً من نشر بعض مقالاته وتحليلاته، لذلك قرر أخيراً أن يجمع أهم أربع مقالات مما كتب ويقدمها للقارئ بقالب جديد.
وبين طيات كتاب، لربما استطاع بهذا الكتاب أن يعبر العوائق التي طالما اعترضت نشر بعض دراساته أو كتابته القانونية. وهكذا أتى كتابه الذي بين أيدينا محتوياً كما ذكرها على أربع مقالات قانونية قدم بعضها قراءة لموضوع معين كموضوع تعويضات الكسارات وموضوع الانتخابات المصري، وسعى البعض الآخر لتحليل واقعة معينة مثل: وقف تنفيذ القرار الإداري، أما الدراسة الرابعة فجاءت تحت عنوان "حتى لا يتحول إلى عرف: الخطأ النيابي في التعاطي مع ملف المنشآت النفطية".
