لم يكن ابن خلدون جاهلاً بأهمية علم التاريخ وعلاقته بعلم العمران، حين تحدث عن أخطاء المؤرخين وضرورة تجنبها لكي يرقى علم التاريخ إلى مصاف العلوم الطبيعية. وانطلاقاً من أهمية علم التأريخ الذي يتسع الاهتمام به يوماً بعد يوم جاء هذا الكتاب الذي يرشد إلى الطرق المثلى لدراسة التاريخ ويعالج مفاهيم العلوم الاجتماعية ومناهجها في تفسير التاريخ. وهو كما يقول المحرر "محاولة لتوسيع حدود الفكر التاريخي وتكبير نطاق الاستقصاء والتحري التاريخي".
يقع الكتاب في ستة فصول الفصل الأول يبحث في موقع التاريخ بين العلوم الاجتماعية والعلاقة المتبادلة بينه وبين هذه العلوم. أما الفصل الثاني فيبحث بعض مفهومات ووجهات النظر في العلوم الاجتماعية. إذ لا يتمكن المؤرخ من القيام بعمله دون معرفة واسعة بمفهومات العلوم الاجتماعية والنواحي المهمة منها. وفي الفصل الثالث يبحث المؤلف مشكلات التحليل التاريخي (التسلسل، والسبب، والتنبؤ) حيث يعد فهم مشكلة السببية التاريخية من القيم الكبرى في العلوم الاجتماعية وتحليل طبيعة السببية تحليلاً مستمراً يسهم في فهم الماضي وفي وضع سياسات قائمة على التجارب لماضيه ولأن مهمة المؤرخ عسيرة وتفوق أية مهمة من المهمات التي تواجه العلوم الاجتماعية غير التاريخية كان لا بد من أن يفيد المؤرخ من العلوم الاجتماعية الأخرى وهذا ما يبحثه الفصل الرابع.
بينما ركز الفصل الخامس على الأساليب النظرية والممارسة إذ أن تقدم الممارسة إذ أن تقدم الممارسة العملية. على النظرية قاعدة مكن أقدم القواعد ويقدم هذا الفصل مختلف الاقتراحات لبناء نظرية للمؤرخ في حقل المعرفة التاريخية. وأخيراً يقدم الفصل السادس دراسة حول العلوم الاجتماعية ومشكلة التركيب التاريخي حيث يقدم الكتاب دروساً مستلة من التاريخ الأمريكي.
