تكادُ تَنبهر وأنت تقرأ هذا الكتاب بالجهد الكبير المبذول في كتابه، فقد نقَّب المؤلف وبحث ودقّق في المراجع العتيقة العتيقة، والجديدة الجديدة، ليضع أمام أعيننا سفراً يصلح مرجعاً لأي باحث او أي محب للإطلاع على مصادر التشريع وعلى القوانين من أيّام سومر (أربعة آلاف سنة قبل المسيح) إلى قيام مدرسة حقوق بيروت معلمة العالم.
أعترف بتواضع أني لم أكن أدري أن تاريخ البشرية يبدأ في سومر (أي بين النهرين) قبل أن أطلع على هذا المؤلف الثمين الذي كان أحد مراجعه كتاب "كرامر" الذي عنوانه: "التاريخ يبدأ في سومر، (سوريا الطبيعية والعراق)، أضف إلى ذلك عندما قلبت الصفحات اللاحقة عرفت أيضاً أن تاريخ الشرائع نفسه، يبدأ في سومر ليمر من بعد في مدرسة بيروت التي سميت مدينة القوانين وكانت هي المنهل الذي استقت منه روما وأثينا شرائعها بل كانت المدرسة التي تخرّج منها كبار المشرعين ورجال القانون شرقاً وغرباً. - عبد الله قبرصي
