شدّد اتفاق الطائف على أهمية إعادة إحياء الحكم المحلي وعلق أهمية على الحاجة إلى إعادة إحياء البلديات والاتحادات البلدية تحديداً، كما على الحاجة إلى تحقيق لا مركزية إدارية أوسع وإلى تأسيس مجالس الأقضية. وقد تجاوبت الحكومة مع هذه البنود بإنشاء وزارة الشؤون البلدية والقروية وبإعلان نيتها بإجراء انتخابات بلدية.
وعلى الرغم من ذلك، لم تجر انتخابات بلدية في أول سبع سنوات بعد انتهاء الحرب، ولم يتم تقديم مهم سواء في تطوير أشكال جديدة من اللامركزية الإدارية أو في إعادة جدية لإحياء البلديات. هذا وإن إجراء الانتخابات البلدية المبرمجة بدءاً من أواخر أيار/مايو 1998 بإمكانها أن تكون المدخل إلى إحياء الإدارة البلدية في لبنان والمساهمة في تركيز الانتباه على الحاجة إلى مواجهة المشاكل والتحديات العديدة التي يحللها فريق العمل في هذا الكتاب الذي هو ثمرة جهود جماعي لعدد من البحثين بين عامي 1995 و1997 حيث جمعت معظم المعلومات الواردة فيه بين عامي 1995 و1996، منها من خلال استطلاعات أجراها فريق من الباحثين ومنها معلومات وفرتها وزارة الشؤون البلدية والقروية. يتناول الكتاب أوضاع ومشاكل البلديات في المناطق المختلفة من لبنان ويقدم اقتراحات التطوير والإصلاحات.
