إن كتاب "الشهب اللامعة في السياسة النافعة"، لمؤلفه عبد الله بن يوسف بن رضوان المالقي المتوفى سنة 784هـ، من انفس ما ألفه في فقه السياسة الشرعية ومن أهم مصادرها. كتبه المؤلف في مرحلة من أشد مراحل الحياة السياسية والثقافية حرجاً في حياة الأمة الإسلامية، وهي مرحلة سقوط الحكم الإسلامي في الأندلس، وعصر ضياع الفردوس الذي بفقده فقدت الأمة الإسلامية عزها وكرامتها، وهبطت إلى مستنقع الذلّ والهوان، وزالت هيبتها من نفوس أعدائها، وطاشت كفتها في الميزان السياسي. إن قيمة هذا الكتاب العلمية تتمثل فيما احتواه من معلومات وما تضمنه من مباحث. فقد تحدث فيه مؤلفه عن السلوك السياسي في الاستماع إلى المواعظ وإرساء العدل، وفصل الحكم، وكظم الغيظ، وكيفية التدبير والرأي والمشاورة، وإكرام أهل الوفاء، ورعاية العهود، والتودد والحزم والدهاء، والتيقظ، وسياسة الحرب وغير ذلك مما هو مفصل في أبواب الكتاب.
هذا وإن من أهم ما يستفيده من يعيش مع هذا الكتاب، ويتتبع صفحاته، الوقوف على تاريخ ذلك الزمن، ويكشف عن سلبيات سياسة عصر كان من أهم سماته التشرذم، واستعانة ولي الأمر على نفسه بعدوه. وبعبارة أخرى، إن كتاب "الشهب اللامعة" يقدّم قراءة سياسية تاريخية لعصر من عصور الدولة الإسلامية إبّان سقوطها، وهو موقف اعتبار واتّعاظ واستلهام الدروس والعبر، كما يقدم، أيضاً، أحكاماً دقيقة في السياسة الشرعية صالحة للتطبيق في كل زمان ومكان.
