يتناول الكتاب موضوع القواعد الفقهية، ويندرج ضمن نمط تصنيفي مميّز هو فن الأشباه والنظائر. ويشير الإمام السيوطي، مصنف الكتاب، في مقدمته إلى أن السبب الذي دفعه إلى تأليفه هو أنه صنف من قبل كتاباً عنوانه: "شوارد الفوائد في الضوابط والقواعد" وأن الكتاب لقي قبولاً حسناً سواء من طرف طلبة العلم والعلماء. فلما لاحظ ذلك، صنف "الأشباه والنظائر" في نفس الإطار. ويعتمد المؤلف في مصنفه هذا اعتماداً أساسياً على "الأشباه والنظائر" لتاج الدين السبكي، وإضافة إلى مصنف السبكي هذا، اعتمد السيوطي على كل المصادر التالية: "قواعد الحكام في مصالح الأنام" للعزّ بن عبد السلام، "الأشباه والنظائر" لابن المرحّل، "المجموع المذهب في قواعد المذهب" لصلاح الدين خليل بن كيللدي العلاني، "التمهيد في تخريج الفروع على الأصول" للأسنوي، "المنثور في القواعد" محمد بن بهادر الزركشي، "الأشباه والنظائر" لابن الملقين.
والملاحظ على هذه المصادر أن أصحابها جميعهم من الشافعية، وكذا الأمر بالنسبة إلى مصادره الفقهية. فهو متقيد تقيداً تاماً بكتب المذهب الشافعي، ولا يخرج عن هذا الإطار إلا فيما ندر. وأهم مصادره الفقهية على الإطلاق "روضة الطالبين" و"المنهاج" للنووي. وبدرجة أقل: "الشرح الكبير" و"المحور" للرافعي، و"الحاوي" للماوردي. أما عن منهجه فهو يمتاز بكثرة التقسيمات، مع ضبط للضوابط والفوائد والتنبيهات. وقد جاء الكتاب محققاً حيث وضعت له عناوين رئيسية، مع ضبط للضوابط وتصحيحها، كما وضعت له هوامش مساعدة، سواء أكانت تخريجاً لحديث، أو توثيقاً لقول، أو شرحاً للفظ مبهم، أو توضيحاً لمسألة، أو ترجمة لعلم من الأعلام.
