ويجيء نشر هذه الدراسة في سلسلة كتاب قضايا إسلامية معاصرة بغية تنمية الوعي السياسي، حول حاكمية القانون، والتأكيد على مسؤولية الحاكم أمام الأمة. وتحديد سلطاته في إطار الدستور، في عالمنا الذي بدأ فاعليته وأعاقه عن النهوض والتقدم، منح الحاكم سلطات شاملة مطلقة لا تحدها سوى نزواته ورغباته.
