أحمد بن منير بن أحمد بم مفلح أبو الحسين مهذب الدين الملقب بعين الزمان، والمشهور بالرفاء، ولد بطرابلس سنة 473هـ/1081م وتلقى فيها علومه وتردد على دار علمها وكان عارفاً باللغة في أشعاره لطافة تستخف القلب وتملك السمع وكل فن من فنون الشعر يقصده يستولي على محاسنه وفنونه ويحرز أبكار معانيه وعونه. وكان شاعراً فحلاً من فحول الشعراء المشهورين المكثرين المجيدين.
في هذا الديوان جمع المحقق شتات شعر ابن منير المتناثر في عشرات المصادر وقدم بدراسة عنه وعن شعره وخرج القصائد والمقطعات. ووضع للديوان فهارس لقوافي الأبيات والمصطلحات، وفهرساً للأمم والشعوب والطوائف والقبائل والبلدان والأماكن والأعلام.
