إن السلوك الإنساني سلوك صعب قياسه ومن الصعوبة ان فهمه بشكل صحيح بالرغم من ان أغلب الباحثين قد تعمقوا بدراسته ولكن لا زلنا ندرس ونبحث عن الحقيقية لتبديل السلوك الإنساني. يعتبر وجود الفئات الخاصة من المعوقين في أي مجتمع من المجتمعات الحديثة ظاهرة اجتماعية، فرضت نفسها بسبب التعقيد القائم في الحياة الإجتماعية المعاصرة، والتي نشأت نتيجة لظروف الحروب المتتالية وحركة التصنيع المستمرة، وخلاف ذلك من مظاهر الإعاقة من ناحية أخرى ولا يعني بالإعاقة او العجز الذي يصيب الإنسان ان يكون عجزاً كلياً او شاملاً فلكل قدرته وعجزه من ناحية ما من نواحي الشخصية العامة، سواء في النواحي الجسمية او النفسية او العقلية، كذلك فان الشخص المعوق هو في نفس الوقت قادر تحت ظروف معينة وفق تدريبات خاصة، وينبغي ان ندرك ان من أهم اساب هذا العجز هو التفاعل المستمر بين الفرد وبيئته، ولما كانت التربية الخاصة وسيلة عالية في مساعدة المعوقين او ذوي الاحتياجات الخاصة على التكيف السليم مع البيئة التي يعيشون فيها واعدادهم الإعداد السليم لتحقيق أهداف الحياة الخاصة التي يعيشها العاديون.
