دولة الغد... أيّة رؤى؟ "هو عنوان لبحث ومؤتمر انعقد في جامعة سيدة اللويزة في 24 كانون الثاني 2003 بحضوركم من السياسيين اللبنانيين البارزين، ولفيف من الاقتصاديين التربويين والعاملين في الحقل السياسي والإداري. وخلال المؤتمر طرح المؤتمرون أربعة مواضيع للبحث والنقاش وهذه المواضيع هي بمثابة أربع إشكاليات تستأهل الحوار والاستكشاف والاستشراف. وهذه الإشكاليات هي: إشكالية الدولة كممثلة للمجتمع وكمؤسسة، إشكالية سلطة الدولة بين اللامركزية والعولمة، إشكالية السلم الأصلي في عصر اللاحدود، إشكالية الشأن العام في عصر الخصخصة.
تعالج إشكالية الموضوع السؤال: أدولة لمجتمع أم مجتمع لدولة؟ كيف نعيد بناء المواطنة؟ يدور المحور الأول حول سلطة الدولة بين اللامركزية والعولمة متطرقاً إلى التوجهات العالمية المعاصرة والحالة اللبنانية بوضعها الحالي ونافذتها إلى المستقبل. أما المحور الثاني فيدور حول السلم الأهلي في عصر اللاحدود مناقشاً غشكاليات الرقابة الأمنية وسيادة الدولة ورأسمالية الاستثمار والاستهلاك مقابل التثمير والتوفير، وصولاً إلى الإشكاليات الثقافية. ويعالج المحور الثالث والأخير الخصخصة وضمان الخدمات العامة بما فيها ضمان التربية للجميع والعمل للجميع.
