يتناول هذا البحث ظاهرة الاندفاع الجديد للإسلام في أوراسيا واتجاه تطورها، كما يهدف إلى كشف ماهية "الإسلام السياسي" فيها، وواقع وآفاق تطوره ومن ثم كيفية التعامل معه في ضوء العلاقة العربية-الروسية في مختلف مستويات (السياسية والثقافية والدينية)، وفي ضوء العلاقة العربية بدول آسيا وتركمنستان وقرغيزنا وطاجكستان). إذ ليس المقصود بأوروسيا هنا سوى روسيا ودول آسيا الوسطى الإسلامية، التي بدأ ظهورها بعد انحلال الاتحاد السوفيتي كما لو أنه فسيفساء يصعب وصفها في مكونات مستقلة.
وهو تعقيد حدوده في آن واحد تاريخها الخاص وكيفية ومستوى خضوعها للسيطرة الروسية وإعادة تركيبها اللاحق في الجمهوريات السوفيتية ومركزيتها الروسية ثم استقلالها المعاصر في وسط مجهول الآفاق. أي أن "ظهورها المفاجئ" على الساحة الدولية يكشف عن ضعفها وقوتها، وذلك بسبب احتوائها على إمكانات تاريخية متنوعة ومن ثم قدرتها على المساهمة في إعادة ترتيب الأوضاع الآسيوية والعالمية مستقبلاً. إضافة إلى ما فيها من إمكانات جوهرية في توسيع مدى "العالم الإسلامي" وتعميق ما يعتمل فيه الآن من اتجاهات مستقبلية.
