يعد كتاب "القواعد الصغرى" لسلطان العلماء "العز بن عبد السلام" على صغر حجمه عظيم النفع كثير الفائدة، فلقد وضع المؤلف لنفسه في هذا الكتاب منهجاً سار عليه في تدوين موضوعاته ألا وهو منهج الاختصار والإيجاز، فقد جعله في الحديث عما يتعلق بالناس من مصالح ومفاسد فابتدأ كتابه بتوضيح المصلحة والمفسدة، وكيف أن الله تعالى حث على تحصيل المصالح وزجر عن ارتكاب المفاسد بما رتب على الأولى من مدح وثواب وعلى الثانية من ذم وعقاب.
وتحدث ابن عبد السلام عن بيان تفاوت رتب المصالح والمفاسد، وأن مصالح الآخرة خير وأبقى، وسبيل معرفتها الشرع، أما مصالح الدنيا فتعرف بالتجارب والعادات وتكلم كذلك عما إذا اجتمعت مصالح، فإن أمكن تحصيلها حصلناها، وإلا فإن تساوت تخيرنا بينها، وإلا قدمنا الأصلح فالأصلح، وكذلك المفاسد إن أمكن درءها درأناها وإلا درأنا الأفسد فالأفسد. ثم تكلم ابن عبد السلام عن المصالح وانقسامها إلى دينوي وأخروي، وتكلم عن الحقوق وانقسامها إلى أربعة أقسام: وتكلم الشيخ عن اجتماع المفاسد بالمصالح، وضرب لذلك أمثلة مبيناً الحكم الشرعي في كل متحدثاً من ثم عمن يقدم في الولايات ومن هو الأولى من غيره.
وعن المصلحة والمفسدة وأن اثر كل منهما يعود إلى العباد لا إلى الله لاستغنائه سبحانه وتعالى عن الأكوان، متكلماً عن فضائل الوسائل المرتب على فضل المقاصد، مختتماً بالحديث عن صلاح القلوب والأجساد وفسادهما، وعن تفضيل الله بعض الأماكن على بعض، وبعض الأزمان على بعض، وذلك لما فيها من كثرة طاعته ومغفرته لزلات عباده، وعن مراتب القرب من الله سبحانه وتعالى، وبهذا يعد الكتاب مغاراً للباحثين عن الحقيقة في الكلام عن المصلحة الشرعية وكيفية تقديرها.
