تتعرض الدراسة لمشكلة حقيقة ألا وهي مشكلة المخدرات في اليمن، والتي بدأت ترمي بظلالها السيئة على مجتمعنا، في محاولة لبيان جوانبها وأبعادها السلبية على المجتمع. كما أن هذه الدراسة تتعرض لإشكالية مهمة، تتمثل في عدم التوائم بين واقع تنامي مشكلة انتشار المخدرات في اليمن مع ما يترتب عليها من نتائج سلبية على المجتمع، وبين جمود الإجراءات (بجوانبها المختلفة) المتخذة لمواجهتها. وبمعنى آخر، تتناول هذه الدراسة إشكالية واقع مشكلة المخدرات في اليمن بشكل عام وما يلاحظ على هذه المشكلة من تنامي، وإن كان بطيئاً، يقابله جمود أو تأخّر في إجراءات وآليات مكافحتها مع ما يخلفه ذلك من آثار سلبية على المجتمع ذات الأبعاد المختلفة على المدى القريب والبعيد. وتنبثق أهمية هذه الدراسة من كونها تتناول مشكلة المخدرات في اليمن برؤية وصفية تحليلية، مستندة على إحصائيات رسمية، ووثائق رسمية ذات صلة بالمخدرات ومشاكلها. كما تحاول الدراسة الإجابة على بعض التساؤلات التي قد تكون عالقة في أذهان الكثيرين فيما يخص جدية وجود تهديد فعلي على مجتمعنا من المخدرات، أو أن هذا التهديد عبارة عن أطروحات تفتقر للموضوعية والواقعية. وتسعى هذه الدراسة إلى تحقيق عدد من الأهداف، أهمها: - بيان حقيقة تنامي مشكلة المخدرات في اليمن، وحركيتها في المجتمع. - التعرف على أسباب مشكلة المخدرات في اليمن. - تسليط الضوء على الجهود المبذولة لمكافحة المخدرات وتعاطيها غير المشروع في اليمن. - تقديم رؤية مستقبلية عن المشكلة، ووضع تصور لكيفية الارتقاء بجهود مكافحتها.
