يعد منصب الوزير من أخطر المناصب في مختلف أنظمة الحكم. وهو معروف منذ القديم، وإن لم يعرف في عصور الخلافة الإسلامية إلا مع بداية العصر العباسي، فأول من لعبت بالوزراء في الإسلام هو أبو سلمة حفص بن سلمان الخلال وزير الخليفة العباس أبي العباس السفاح، وإنما كان الخليفة قبل ذلك يتخذ له كاتباً. لقد كان الكتاب في العصور الإسلامية الأولى يحسنون التدبير، ويتقنون فنون السياسة، ونظام الدولة، وكان الواحد منهم لا يبلغ منزلة الكاتب إلا بعد أن تكون ثقافته ومداركه قد بلغت غاية من الرقي.
هذا ولم يستغن الخلفاء العباسون عن الكتّأب، وإنما راحوا يختارون في الغالب من يسندون إليه الوزارة من بين كتّابهم، ونظراً لحساسية منصب الوزير وخطورته كان الملوك والخلفاء يعملون على اختيار وزرائهم من بين أخلص خلصائهم، ثم يبقون مع ذلك على حذر منهم. فإذا ما استشعر الوزير في نفسه قوة يخشى أن ينقض على السلطة ويستأثر بها، وهذا ما تشهد على مثله شواهد كثيرة عبر العصور.
وإذا ما عدنا لما بين طيات هذا الكتاب نجد أنه عبارة عن كم من أطرف الحكايات والطرائف وقعت في عهد بعض الحكام والخلفاء العباسيين، وخصوصاً مع حكام بدايات العصر العباسي، وهذه الطرائف تظهر للقارئ مدى حساسية المنصب الذي شغله الوزير، وذلك في إظهارها وجوهاً للصراع الذي قام دائماً -وإن كان خفياً- بين الوزير والخليفة، والذي كان يقضي في حالات كثيرة إلى القتل، أو العزل.
إلى ذلك يستطيع القارئ أن يقع في مطالعته لهذا الكتاب على وجوه من العلاقة التي كان يقيمها الوزير مع الرعية، وتالياً على أهمية هذه العلاقة وأثرها في قوة الحكم وفي طريقة تدبيره للشؤون العامة.
