صياغة التشريع هي تهيئة التشريع المكتوب، على مثال مستقيم، وإحسان ضم بعضه إلى الآخر، بانتظام، وتزيينه وتخلصه، مما يشنه عند الفصحاء، وان الشرع الذي شرعه الشارع، أي الله سبحانه وتعالى، وفصله الرسول الكريم لسنته، لا يحتاج إلى صياغة ما. أما التشريع المقصود صياغته، فهو التشريع، يقوم به المشرع، وهو سلطة الاشتراع في الدولة، وهذا موضوع هذا الكتاب الذي يمثل ثمرة خمس عشرة سنة، من ممارسة المؤلف صياغة التشريعات، بإدارة التشريع، بديوان النائب العام، وقد حاول فيه الإيجاز والإجمال، عاكساً جوهر الموضوع من غير ما تفصيل مستوضحاً في الوقت نفسه، التنظير، واصفاً قواعد عامة، تفيد كل من يملك هذا السبيل الشائك من العاملين في سلك المستشارين القانوني، وقد جاء العمل ضمن بابين،الباب الأول تناول فيه المؤلف موضوع الصياغة التشريعية القرآنية وفي السودان وأفرد الباب الثاني للحديث عن قانون تفسير القوانين والنصوص العامة لسنة 1974.
