تم تأليف هذا الكتاب ضمن إسهامات منظمة العمل العربية/المركز العربي للتدريب المهني وإعداد المدربين في رفد المكتبة العربية بما هو جديد فيما يخص تطوير وبناء مناهج التعليم التقني والتدريب المهني. واشتمل الكتاب على ثمانية فصول تضمن الفصل الأول-المفاهيم الأساسية وتضمن الفصل الثاني مناهج التعليم والتدريب ليوضح مفهوم وأنواع ومواصفات وأصناف ونظريات المنهج إضافة إلى بناء وتطوير المناهج ثم واقع مناهج التعليم التقني والتدريب المهني والتوجهات المطلوبة في بنائها وتطويرها بالنسبة للوطن العربي.
وشمل الفصل الثالث تحديد الاحتياجات التدريبية وتحليل العمل أما الفصل الرابع فقد تضمن تحديد الأهداف التدريبية وصياغتها من خلال تحديد أنواع ومضامين الأهداف التدريبية ومصادرها.
وشمل الفصل الخامس تصميم محتوى المنهج أما الفصل السادس فتضمن تنفيذ المنهج حيث شمل على الإرشادات العامة لتنفيذ المنهج، التنفيذ، الأنظمة الحديثة لتنفيذ المنهج إضافة إلى مقارنة الجانب التنفيذي للمناهج العربية مع الاتجاهات العالمية.
وشمل الفصل السابع تقويم المنهج حيث ضم مفهوم وأهداف وإجراءات وأنواع التقويم إضافة إلى منهجية مقترحة لتقويم المناهج ومضامين وفعاليات عمليات تقويم المنهج. أما الفصل الثامن فقد تضمن توضيح آفاق التعليم التقني والتدريب المهني من خلال التكامل والتجسير بين نظم وأنماط التعليم والتدريب، ربط المناهج باحتياجات سوق العمل وتوضيح بعض التجارب العالمية والعربية.
