إن قضية الحريات الديمقراطية والحريات النقابية هي حجر الزاوية في حياة العمال وحياة منظماتهم النقابية. فكلما اتسعت هذه الحريات وتوطدت ساعدت العمال على مقاومة الأحلاف الأجنبية التي تقضي على سيادة البلاد العربية وتسمح لمنظماتهم النقابية أن تدافع بنجاح أكبر عن مطالب العمال الحيوية ورفع مستوى حياتهم ومعيشتهم. كما أنها تساعد على تنظيم أكبر عدد ممكن من الشغيلة في البلاد العربية في منظمات جماهيرية طبقية, في منظمات نقابية. هكذا بمنتهى البساطة والوضوح يحدد القائد العمالي ابراهيم بكري حجر الزاوية عشية انعقاد المؤتمر النقابي العربي في 22آذار 1956 وهو المؤتمر الأول الذي سعى لتوحيد العمال العرب على أمل أن يوحد الحركة النقابية العربية. والحقيقة الساطعة من حجر الزاوية هذا التي لا تزال تحتفظ براهنيتها, تجدها بين أوراق المناضلين الحقيقيين, وفي مقدمتهم (أبو بكري).
