يتناول هذا المعجم المصطلحات القانونية أصلاً وأساساً كما يتناول مفردات المواضيع المشار إليها في غلاف المعجم والتي تتعلق بـ"مصطلحات الفقه (القديم والحديث)، الطب الشرعي، التجارة والبنوك والتأمين والدبلوماسية وقوانين البترول والطيران المدني، هذا بالإضافة لتناوله جذور العديد من المصطلحات الفنية الثابتة. ويقصد بالجذور هنا مقومات المصطلحات. فإذا أراد الباحث أن يصل إلى ما يقابل كلمة طاقة كهربائية باللغة الانكليزية عليه أن يبحث عن كلمة "طاقة" تحت الطاء وعن كلمة كهربائية تحت الكاف وبعد هذا عليه أن يرتب جمع ترجمة الكلمتين. كما وآثر المعجم أن يورد ما ينسجم مع تسلسل المفردات الأصلية وهذه ما يسمح لغير المحامي والمتصل بالمهنة القانونية كالصحافي والمترجم والمعلم والطالب والأديب أن يبحث فيه ويستفيد مما يقدمه من ترجمات المفردات. كما وتعمد المعجم عدم اقتفاء معاجم اللغة العربية العامة وذلك كي يحصر عشرات المرادفات التي قد توجد للمعنى الواحد، بل اكتف مثلاً لمعنى "قرابة" بمرادفين مألوفين أو ثلاثة دون أن يورد غير ذلك من المرادفات البعيدة، كلحمة وحامة ومضرة وسهمة وما إليها، أو لمعنى "الحقد" بحقد وضغينه دون أن يورد كلمة وغر وشحيمة وكتيفة وأمثال ذلك من غير الشائع. هذا ولم يقصد المعجم بهذا القاموس أن يكون محيطاً عاماً للمرادفات الفتية غير القانونية، بل قصد به توسيع نطاق المعجم القانوني (انكليزي-عربي) توسيعاً معقولاً.
