يتوجه حارث سليمان الفاروقي واضع هذا المعجم بمؤلفه هذا إلى هؤلاء الذين كان القانون هو موضوع دراستهم أو تفرغهم المهني. فقد وضع هذا القاموس كي يفيدهم في تفسير مصطلحات القوانين وتعريفها والتمثيل عليها عند الحاجة ولكي ينفذ بغايته إلى صميم الفقه الإنكليزي والأميركي القديم والحديث.
وكان هم المؤلف في وضعه لهذا القاموس أن يقدم كافة المفردات والمصطلحات القانونية المستقاة من أبرز المراجع التشريعية والمعاجم القانونية الإنكليزية الكبرى. ولم يعن المؤلف فقط بمجرد التفسير بما جمع، بل لقد أورد التعاريف حسب هذه المعاجم وغيرها، من المصادر المعتمدة للفقه الإنكليزي والإسكتلندي والأميركي القديم والحديث وشرح العبارات بما يقابلها من المصطلحات العربية القانونية حسب الفقه العربي المعتمد بتشاريع الدول العربية؛ وأورد للمفردات والمصطلحات الغنية زيدة التعاريف في إيجاز معقول. وجمع لتلبية حاجة المشتغلين بالمهنة القانونية، جمهرة وافية من مصطلحات الطب الشرعي وما يمت إلى المهنة مما لا غنى عنه للمحامي أو الطالب الجامعي.
وإذا كانت لغة القانون هي اللسان الأساسي لهذا المعجم، فهناك أبواب أخرى لم يغفلها المؤلف حيث شمل مفرداتها ومصطلحاتها الغنية مع تعاريف المعتمدة. من ذلك: الطب الشرعي والتجارة والبنوك والتأمين والدبلوماسة والبترول والطيران المدني.
