شاعر فحل من شعراء الإسلام، سمي راعي الإبل، لكثرة صفته للإبل، وحُسْن نعته لها، فقالوا: "ما هذا إلاَّ راعي الإبل؛ فَلَزمَتْه. كان يَفِدُ على خلفاء بني أمته، يمدحهم، ويطلب منهم للآخرين، فقد كان عفيفاً عزيزاً لا يطلب لنفسه فيما يبدو صُنِّف الراعي في الطبقة الأولى من الشعراء الفحول الإسلاميين.
وكان الأصمعي أول من اهتم بشعر الراعي فجمعه. وقد ذكر ابن النديم في الفهرست أسماء بعض العلماء الذين جمعوا شعر هذا الشاعر بعد ذلك. وقد قام المحقق في هذا الكتاب بجمع ديوان الراعي كله من تلك المصادر القديمة مع ضبطها بالشكل وتصحيح ما وقع فيها من الغلط والتصحيف، وذلك بعد العودة إلى المصادر والمعاجم وكتب الأدب.
ومن ثم عمل على تخريج هذه الأشعار الواردة في الديوان من مظانها، مع ذكر اختلاف الرواية بين المصادر معتمداً على الرواية الأقدم والأصح التي قام المحقق بالعمل على إثباتها. مع تقديم شرح للألفاظ الغريبة الواردة في الديوان وشرح لمعاني الشعر جميعها بالعودة إلى معاجم اللغة المختلفة. وقد استهلّ المحقق عمله هذا بمقدمة عرّف من خلالها بالشاعر الراعي ونسبه وحياته.
