"جاك توبي" هو واحد من أبرز الباحثين الفرنسيين المعاصرين الذين قدموا دراسات علمية متميزة حول مصالح الإمبريالية الفرنسية في العالم، وبشكل خاص في السلطنة العثمانية وولاياتها العربية في النصف الثاني من القرن التاسع عشر وحتى الحرب العالمية الأولى، يأتي الكتاب في هذا الإطار حيث يطرح جاك توبي في دراسته مشكليات نظرية بالغة الأهمية تذكر بتلك المشكليات التي طرحها لينين في "الإمبريالية أعلى مراحل الرأسمالية" وتُغنى بالأرقام الملموسة، الكثير من جوانبها، فالإمبريالية الفرنسية في أواخر القرن التاسع عشر ومطالع القرن العشرين ليست سوى إمبريالية كسواها من الإمبرياليات العالمية آنذاك أي تندرج في الإطار العام لتاريخ السيطرة التي مارستها الدول الرأسمالية ذات التصنيع البالغ التطور على مناطق عديدة من العالم منها مناطق نفوذ السلطنة العثمانية.
وهنا تنطرح مشكلتان منهجيتان يحاول الكاتب الإحاطة بهما في دراسته: وهي هل للإمبريالية الفرنسية سمات خاصة بها داخل هذا النظام الإمبريالي العالمي أم لا؟ وهل تقود الدراسة المتعمقة للإمبريالية الفرنسية إلى معرفة دقيقة وشمولية بالنظام الإمبريالي نفسه؟ وفي إطار هذه الإحاطة المنهجية يقوّم جاك توبي نموذج السيطرة الإمبريالية خلال أعوام 1880-1914 بصورة خاصة، حيث بدت الإمبريالية الفرنسية على الساحة العالمية متجلية بسمات أربع أساسية بينها الكاتب. بالإضافة إلى ذلك فقد أبرز جاك توبي، بشكل بالغ الدقة، عملية انفجار الحرب العالمية الأولى، ومن خلال دراسة مدعمة بالأرقام،لصراع حاد بين الإمبرياليات العالمية، إن دراسة توبي هذه عن تجليات الإمبريالية الفرنسية ورساميلها في السلطنة العثمانية، تبرز جهداً علمياً كبيراً ودعماً بالأرقام والإحصائيات الدقيقة من خلال جوانب منهجية ذات ثمن كبير تعيد للدراسات النظرية الكثير من حضورها في مجال كتابات الوصف والأدلجة التي جاءت في هذا الإطار.
