يحمل الكتاب نظرة استقرائية للدولة والمجتمع في السودان، والهدف منها المساهمة ببعض الآراء حول الخصائص والملامح الرئيسية والهامة المميزة لعلاقات الدولة بالمجتمع وإفرازات تلك العلاقة، والتي ربما تبدو جلية ومعروفة لكل متخصص في مجالات السياسة وعلم الاجتماع. لكن ذلك بالطبع يعني تكراراً لما هو بديهي وواضح وإنما محاولة للفت الانتباه إلى تلك الجوانب التي قصد بها تعتيم الحقائق في الفكر السياسي والاجتماعي، بالإضافة لتوضيح أهميتها في المجتمع السوداني المعاصر.
وقد تحرى الباحث في هذه المقالة والبحث الاستعانة ما أمكن بالمنظور المقارن لتحديد أوجه التشابه والاختلاف بين المؤسسات الاجتماعية والسياسية في السودان وبين رصفائها في دول أخرى، وذلك دون غض النظر عن خصوصية المجتمع السوداني والمؤثرات الداخلية والخارجية التي أبرزت تلك الخصوصية. هذه الخصوصية، بلا شك، قد ظلت تشكل عقبة داخلية رئيسية تعوق الانتقال إلى مرحلة الشرعية الدائمة، مثل تجاوز الحكم العسكري، دون الانتكاس إليه مرة أخرى ثم تعود الأحزاب (خاصة الحزبين الكبيرين الأمة والاتحادي الديمقراطي) ثانية لتتكرر الحلقة. ومن ناحية أخرى فإن هذا البحث ليس سرداً لتاريخ الحكم والسياسة في السودان، بل إشارات هنا وهناك لفترات تاريخية محددة بقصد ترجمة المسار العام وملابسات الانتقال نحو المدينة والمجتمع الحديث.
