بالتركيز على الإبتكار التكنولوجي، فإنَ الإلمام الجيَد وحسن تدبير لمختلف جوانبه من شأنه أن يساعد المنظمات والشركات والإقتصاديات على توفير عناصر التنافسية والتنمية المستدامة.
وبما أن العالم الإسلامي عامة والعربي خاصة يزخر بالموارد والطاقات والكفاءات الموهوبة والمبدعة، فهذا يقتضي العناية بها كل العناية بهدف إزالة أو تقليص الفجوة مع البلدان التي حقَقت قفزات تاريخية باهرة؛ فلتستيقظ البلدان الإسلامية والعربية لتحقيق آمال وطموحات شعوبها وشبابها، وتؤكَد مجد ماضيها العريق.
الدكتور م. سعيد أوكيل: جزائري، ويعمل كأستاذ زائر في كلية الإدارة الصناعية بجامعة الملك فهد للبترول والمعادن، الظهران، المملكة العربية السعودية؛ تحصَل على شهادة الدكتوراه في سنة 1990 من جامعة (ستراثكلايد - أسكوتلاندا) بريطانيا، وتتلمذ خاصة على يد رائد الفكر الإبداعي (كرستوف فريمان) من جامعة (ساكس).
تركَز نشاطات تدريسه وأبحاثه الحالية على المحاور الآتية: العلوم الإدارية، سياسات العلم والتكنولوجيا، إدارة البحث والتطوير، إدارة المعرفة، الصناعات الثقافية، الإبتكار التكنولوجي، الريادية، والمؤسسات الصغيرة والمتوسطة.
