هذا هو الفهرس الثاني من فهارس المخطوطات في إستانبول، وهو فهرس الصدر الأعظم، والإمام الأفخم: راغب باشا رحمه المولى الأكرم، صاحب المكتبة الخزائنية المشهورة بين مكتبات العلماء، وهي مكتبة حافلة بالمخطوطات النفيسة المنتقاة بعناية. تحتوي هذه المكتبة على أكثر من (2538) من العناوين، وفيها مخطوطات بخطوط مؤلفيها، وأخرى بخطوط مشاهير العلماء؛ مما يكسبها أهمية لدى الباحثين؛ فقد أمضى السيد راغب باشا - رحمه الله تعالى - عمره وهو ينتقل من منصب لآخر، ومن بلد لأخرى، وهو يجمع مع ذلك النفائس المستجادات. وهو مع هذا كله: مفسر ومحدث، وفقيه وأديب مجاز، يتقن اللغة العربية والتركية والفارسية نثراً وشعراً، وله مؤلفات تشهد له في تلك العلوم. إن حياة هذا العَلَم العلمية والعملية وفرت له المال، وأتاحت له اقتناء نفائس المخطوطات؛ فقد كان في أول أمره نائب رئيس في ولاية بغداد، ثم رئيس إدارة العرائض، ثم تسلم منصب رئيس ديوان الجزية، ثم رئيس الكتاب، ثم ترقى إلى أن أصبح والياً على مصر، وهناك ألف كتابه «التوفيق والتحقيق»، ثم عُين والياً في الرقة، وهناك أكمل كتابةَ «حاشيتِهِ على البيضاوي». ثم عين والياً على حلب، ثم أصبح والياً على الشام وأميراً للحج الشامي، وكان خلال ذلك حريصاً على جمع المخطوطات واقتنائها، حتى وصل في ترقيه إلى أن تولى الصدارة العظمى في عهد السلطان عثمان الثالث. واستمر محباً للعلم والعلماء، نهماً لجمع المخطوطات والنفائس، حتى وافته المنية في شهر رمضان المبارك سنة (1176هـ) وترك لنا إرثاً حضارياً نفيساً. لقد بقيت هذه المخطوطات شاهد صدق تظهر نية من جمعها ووقفها، وبقيت تلك المخطوطات في البناء الوقفي، في محلة (لا له لي) بإستانبول، ولما بدأت أعمال ترميم البناء.. نُقلت تلك المخطوطات من المبنى القديم إلى مكتبة السليمانية للمحافظة عليها. وهذا الفهرس: هو همزة الوصل بين الباحثين وبين تلك الكنوز، يدل العلماء والمحققين إلى بغيتهم، وييسر لهم ويوفر عليهم وقتاً وجهداً، ومشاركة منا في تيسير الأمر، وطلباً في الأجر: نضرب مع من سبق بسهم؛ لعلنا نكتب عند الله من المقبولين.
