وشرح كيف أن القوى السيكولوجية هي صاحبة السلطان على الشعوب وقد بدأت في العقائد الدينية، وهذه القوى تقود الشعوب، وتتأرجح الحضارات من ناحية إلى أخرى في حدودها وتنمو وتكبر ثم تشيخ وتزول، وتصول خلال التطورات والثورات القوة الثقافية ويقظة الفكر وهما اللذان يوجهان المدنية بمبتدعاتهما ونظمهما؛ كما سلط الضوء هذه الشعلة على المنطق والعقل اللذين يشيدان العلوم والتكنولوجيا بينما تقوم العقائد والمذاهب والسياسات على المشاعر والأحاسيس وقد تكون مناقضة للعقل والمنطق، وهي تنطلق من روح الشعوب وإندفاعاتها.
