يسوق المؤلفان في أجزاء هذا الكتاب الثلاثة جزءاً من تاريخ سوريا ولبنان إبان المفاوضات الدولية، حيث رجعا في ذلك إلى كتاب "معاهدات الباب العالي" لجامعة "البارون دي تستا"، حيث أودع الجزء الثالث والسادس منه ما جلّ قدراً من منتقيات كتب قناصل فرنسا وإنكلترا ورجال سياستهن من مفاوضات هؤلاء الباب العالي بين 1840 إلى سنة 1861 في مسائل سورية ولبنان اقتطافاً من الكتابين الأصفر لفرنسا والأزرق لإنكلترا المنشورين في تلك الأزمنة حيث عرب المؤلفان ما حوياه. وصدّرا كتابهما هذا بتعريب ما جاء في الجزء الثالث ثم أضافا إليه الرسائل المخطوطة مما له علاقة بمادة موضوع هذا الكتاب. فأثبتاها حرفياً مشيران في آخر كل محرر إلى مأخذه ما خلا المحررات المعربة عن مجموعة دي تستا السابقة الذكر. وقد ألحق المؤلّف بفهرس يشمل تاريخ كل محرر وملخصه هداية للقارئ إلى مطلوبه من أقرب الطرق وأسهلها بدون تصفح صفحاته.
