الكرد منذ القدم يعيشون في وطنهم كردستان، وقد شتتهم الأحداث التاريخية إلى أجزاء مختلفة، منها الجزء الذي ألحق بـ (دولة العراق) بعد تأسيسها، ومنذ تأسيس هذه الدولة إلى الآن كانت الأنظمة الحاكمة فيها تعامل الكرد معاملة لا تنسجم مع قاعدة الأخوة الإسلامية، فقد تعرض الكرد إلى عمليات إبادة جماعية مننظمة في سنة (1988) سماها النظام (عمليات الأنفال) أستخدمت فيها أنواع مختلفة من أسلحة الدمار الشامل، وصفّ اسم مدينة (حلبجة) الكردية إلى جانب اسم مدينتي (هيروشيما وناكازاكي) اليابانيتين، واستشهد في هذه العمليات أكثر من (182) ألف نسمة، معظمهم من الأطفال والنساء والشيوخ والعجزة، وهدمت فيها ما يقارب من (5000) قرية وقصبة.
وللتعرف على حقيقة هذه العمليات وأسبابها، ومضاعفاتها، وبيان حكم الشرع فيها، اختارها الكاتب كموضوع لهذا الكاتب الذي شمل على مقدمة وبابين وخاتمة.
أما المقدمة فقد تناول فيها أهمية هذا البحث، وأهم الدوافع التي حملته على إختيار الموضوع، والمنهج الذي سيتبعه، مع بيان الصعوبات التي ستواجهه عند جمع المادة من المصادر المتفرقة؛ وأما البابان فيكونان كالآتي: ركز في الباب الأول على الأنفال في الإسلام، حيث عرف في الفصل الأول: الأنفال، حكمها ومشروعيتها، وخصص الفصل الثاني في الأنفال ودار الحرب، وتحدث في الفصل الثالث عن كردستان العراق دار إسلام، وعرض في الفصل الرابع: عمليات الأنفال في كردستان العراق.
أما الباب الثاني: فعرض فيه الكاتب حملات الأنفال في كردستان العراق، حيث تحدث في الفصل الأول عن الكرد وتشكيل الدولة العراقية، وخصص الفصل الثاني في حملات الأنفال في كردستان العراق.
