على مدى أيام انعقاده القصير نسبياً، ناقش المؤتمر الصهيوني الرابع والثلاثين والذي يحتوي هذا الكتاب أوراق عمله، جملة من القضايا الأساسية بالنسبة للحركة الصهيونية: أولاً: إسرائيل كدولة يهودية وديمقراطية على أساس المبادئ الصهيونية. ثانياً: الهجرة كتعبير عن الإنجاز الصهيوني وكقيمة استراتيجية وطنية مع التركيز على البلدان الغربية. ثالثاً: الاستيطان كإنجاز صهيوني، رابعاً: تنمية القيادة الصهيونية الشابة داخل الحركات الشبابية والمنظمات الطلابية، وسط البالغين الشباب واشتراك هؤلاء في عملية صنع القرار في الحركة الصهيونية.
خامساً: تعزيز الصحوة الصهيونية ضمن الإطار التعليمي اليهودي، وداخل المجتمعات اليهودية، ودعم اللغة العربية وإحياء ثقافتها. سادساً: النضال ضد العنصرية والعداء للسامية، سابعاً: الوحدة اليهودية ومركزية دولة "إسرائيل" الالتزام الصهيوني في إسرائيل والشتات. ثامناً: إصلاحات على صعيد الأنظمة والدستور. تحت معالجة النقاط الست الأوائل من خلال لجان تم تشكيلها لهذه الغاية، وفي المقترحات التي جرى تقديمها كمشاريع قرارات، وجدت تشعبات لقضايا عديدة تشغل حيزاً واسعاً في تفكير الصهيونيين في هذه الآونة. ويمكن اعتبار أجزاء كبيرة منها بمثابة امتداد طبيعي لنقاشات قائمة داخل المنظمة الصهيونية العالمية، وفي مؤتمراتها منذ وقت طويل.
يتضمن هذا الكراس كما أوضحنا منذ البداية الوقائع والنصوص الحرفية لمناقشات المؤتمر الرابع والثلاثين وقراراته، وبالتالي فإن المناقشة اللاحقة إنما تنصب على محتوى القيام بمقارنة لطبيعة النقاشات والقرارات التي تمخض عنها المؤتمر المذكور، في إطار السعي إلى تشكيل إجابة لسؤال هل هي قضايا مستجدة، أم إعادة إنتاج لمشكلات مستعصية.
