إن موضوع كتاب "ابن الفراء" نادر ونفيس، فبحث المؤلف عن رسل الملوك والصفات التي ينبغي أن تتوفر فيهم يجعل الكتاب ذا شأن، لأن هذا الموضوع ذو نسب لعلم الحقوق الدولية العامة الذي أنتجته الأعصر الحديثة، يضاف إلى ذلك أن هذه الصفات التي قررها صاحب الكتاب تشابه كل الشبه الصفات التي تطلب في هذه الأيام من الرسل والسفراء الدبلوماسيين، وهذا يدل على أن العرب فطنوا لهذه المبادئ التي نجدها اليوم في الدبلوماسية الحديثة.
في الكتاب صفحات من الدبلوماسية بين العرب والبيزنطيين في العصر العباسي وفيه حوادث لا توجد في الكتب الأخرى، كاجتماع رسول ملك الروم بابن عبد الملك بن الزيات وما دار بينهما، وهذا الفصل من أمتع فصول الكتاب، إذ يبّين طريقة تلقي الرسل الروم ويعطي صورة عن الأحاديث التي كانت تدور.
وفي الكتاب أيضاً نصوص من كتب جياد نادرة."كخدايناماه" لابن المقفع المفقود، وكذلك نصوص من كتاب السياسة العامة لأرسطو، إلى جانب ذلك يوجد في الكتاب الكثير من النصوص المختلفة المنقولة عن اليونان والفرس.
ولما كان لهذا الكتاب قيمة خاصة تظهر في النصوص الجديدة التي يقدمها القارئ، والتي تضيف إلى معارفه السابقة معارف جديدة حول موضوع رسل الملوك فقد عني المحقق بإعادة نشر الكتاب محققاً وهدفه إملاء ما غمض من المفردات وتوضيح ما قد يشكل على قارئه. وتجلى عمل المحقق بـ: تصحيح وضبط نص الكتاب، مقابلة نصوصه وما ورد فيها من الشعر بما ورد منها في الدواوين وكتب الأدب والأخبار، شرح ما ورد في الكتاب من ألفاظ صعاب راداً إلى الصحة ما حُرف منها، إبان عن معان غوامض من الأبيات، حقق تواريخ الملوك العباسيين وملوك الروم وعلى الجملة فقد جهد المحقق أن يكون صحيحاً لطيفاً سهلاً جيداً.
