ويتناول "التقرير"، الذي قام على إعداده مجموعة من الباحثين، أهم جوانب انتفاضة الأقصى، في محاولة للإسهام في التأريخ والتحليل لها، بوصفها محطة تحوّل مهمة في مجريات الصراع مع المشروع الصهيوني العنصري في المنطقة، وليكون هذا التقرير، من ناحية أخرى، مادة علمية توثيقية للأجيال القادمة. ويقسم "التقرير" إلى ثمانية أقسام رئيسة، يتناول الأول منها "دوافع انتفاضة الأقصى ومؤشراتها الأولية"، ويتناول الثاني عقد مقارنة بين انتفاضة الأقصى والانتفاضة الفلسطينية الكبرى عام 1987، من حيث الأسباب والدوافع، وأشكال المقاومة وأساليبها، وأنواع الأسلحة، والقوى والمناطق المشاركة، والشهداء في كلتا الانتفاضتين، والدور الإعلامي، والإنجازات. فيما يعرض القسم الثالث مواقف "القوى الإسلامية والوطنية في الانتفاضة وموضوعة الوحدة الوطنية". ويتناول القسم الرابع "تطور أساليب العنف والعدوان الإسرائيلي ضد الشعب الفلسطيني ومواقف القوى والأحزاب الإسرائيلية". ويعرض القسمان الخامس والسادس "ردود الفعل العربية والإسلامية" و"ردود الفعل الأوروبية والأمريكية" على التوالي. وصولاً إلى تناول "يوميات الانتفاضة" في القسم السابع من التقرير. فيما يتضمن القسم الثامن والأخير مجموعة "وثائق سياسية أساسية تتعلق بالانتفاضة".
