لقد كان عنوان الجزء الأول من هذا الكتاب "الكويت: من الإمارة إلى الدولة" وقد أوضحت كيف انتقلت الكويت من مشيخة صغيرة إلى دولة فيها دستور وقانون مدني وقوى اجتماعية حية.
وها هو الجزء الثاني "الكويت: من الدولة إلى الإمارة" حيث يتم تحويل الكويت إلى دولة بالاسم وإمارة بالفعل. وقد همش المجتمع المدني وحركات الشباب، والقوى الاجتماعية والسياسية التي تضغط لتحقيق الإصلاح والتقدم.
إننا ننبه من خطر تحويل الكويت إلى مجتمع معطل منكفئ، لا يرى الواحد فيه سوى مصلحته الشخصية، أو يسير خلف القبيلة والعائلة، أو الطائفة، أو يستقيل من ممارسة النشاط السياسي والاجتماعي معتبراً أن ذلك مضيعة للوقت، وهذا أكبر مرض يصيب المجتمعات ويؤدي إلى تخلفها.
إن مجتمعاً ليس فيه معارضة للسلطة، خاصة معارضة من قوى شعبية فاعلة، هو مجتمع معطل، ولكن الأمل موجود في حركة الشباب الذين ناضلوا من أجل قانون انتخابي جديد، ووقفوا ضد قمع الحريات، وفرضوا حق المرأة في الانتخاب وتجاوزوا عصبياتهم في سبيل مجتمع لكل أبنائه. وتجاوزوا قبل كل شيء "الطائفية" هذا المرض الذي يفتك في مجتمعاتنا فيمزقها، ويفتك في عقولنا فيحجرها.
يستعرض هذا الكتاب مرحلة تمتد من مجلس 1971 إلى مرحلة الغزو العراقي ثم مجلس 1992. ويتناول أسباب ضمور العمل الوطني، كما يتناول حركة الشباب الذين صاروا قوة يحسب لها حساب.
