تقع على كاهل رجل الأمن العربي مسؤوليات جسام، ولا نقصد بتلك المسؤوليات واجبات الوظيفة التي يؤديها رجل الأمن، لكن الذي نقصده مسؤوليات أكبر وأعم، هي مسؤوليات حمل تراث أجيال، وإرث حضارة كبرى، وحاضر تحوطه المخاطر، ومستقبل أمة بأكملها، هذه المسؤولية هي موضوع كتابنا هذا والذي يشتمل على عدد من الأبحاث المتصلة بالقيم الأخلاقية في العمل الأمني في المجتمع العربي.
يتحدث اللواء الدكتور حسين محمود إبراهيم عن الدلالات البعيدة المستمدة من الحضارة العربية لبعض الشكليات المستقرة في عمل رجل الأمن، وبالذات يركز على ميثاق الشرف والقسم الذي يؤديه خريج الكلية الأمنية، وكذلك الالتزام المهني في العمل الأمني وضوابطه. ويتعمق الدكتور عبد الوهاب الشيشاني في مفهوم القيم وحسن الخلق لجزء من دراسة الأخلاق في الإسلام مبيناً أهمية هذا المبحث في الفكر الإسلامي وموضحاً في الوقت نفسه خصائص القيم الأخلاقية في المنهج الإسلامي الذي يحكم ليس فقط الأمة العربية بل والإسلامية جمعاء على تفاوت نتج عن تأثير الغزو الثقافي الأجنبي.
يطرح الدكتور حسن الساعاتي موضوع القيم على بساط التحليل، وفي بنود نظريات التغير الاجتماعى ويأهل ذلك في إطار الثقافة العربية الإسلامية ويؤكد على أهمية تأثير القيم في السلوك الاجتماعى وضرورة عودة المجتمع المعاصر إلى الكتاب والسنة.
بينما يوازن الدكتور إبراهيم زيد الكيلاني ما بين حقوق الفرد ومصلحة المجتمع والدور الذي يؤديه وتفرضه القيم الأخلاقية في العمل الأمني لتحقيق التوازن المنشود بينهما. ويختم الدكتور التهامى نقره الطرح العلمي لهذه المسألة بإظهار الدلالات التطبيقية في مجالات العمل الأمني في الوطن العربي لنظام القيم الأخلاقية ويتعدى حدود الدولة إلى الحديث عن التعاون عبر الحدود في إطار عالم عربي متكامل.
