يعبر عنوان هذا الكتاب عن معاينة للوقائع، أما العنوان الفرعي فيعبر عن أمنية. إذ يحيل الأول إلى التلازم الوثيق أكثر فأكثر هذه الأيام بين إرهاب موجود في كل مكان والظواهر المرتبطة بعمليات العولمة. ويعد هذا التلازم بديهياً، مع أنه لا يخضع للتساؤل إلا قليلاً من وجهة نظر تاريخية. ومن هنا أمنيتنا التي تقوم على جعل مسألة الإرهاب موضوعاً قائماً بذاته في تاريخ العلاقات الدولية.
إن بعضاً من الأفكار المعتادة تظهر واضحة إلى الحد الذي لا تعود فيه موضع بحث ولا تساؤل، لكثرة تكرارها. ومن هذه الأفكار مسألة أهمية الإرهاب وصلاته بما يسمى «العولمة». فمنذ 11 أيلول 2001، لم يؤثر الإرهاب في تاريخ الولايات المتحدة وحسب، بل دخل حياتنا، مباشرة أو بتعدد تأثيراته الثانوية. ومع أن الإرهاب يقتل خارج العالم الغربي أكثر بكثير مما يقتل داخله، على الرغم مما قد يُظن، فإن الأمر يتعلق، من دون شك، بظاهرة عالمية. إذ إن الإرهاب أو التهديد بالإرهاب أفضيا إلى شن حروب، بل وإلى تعديل طبيعة الصراعات جزئياً: وهو ما يضعه ميدان تاريخ العلاقات الدولية موضع التساؤل مباشرة.
وإذا ما كانت المعلومات شحيحة، لأنها لا تتسرب بالسهولة التي تتسرب بها في المجتمعات المنفتحة. فإن الإرهاب يضرب أيضاً في النظم السلطوية، حتى وإن كانت التساؤلات التي قد يثيرها الإرهاب ومكافحة الإرهاب فيما يتعلق بحقوق الإنسان وعمل الدولة تهم على وجه الخصوص ديموقراطياتنا. ويظهر الإرهابيون أنفسهم وكأنهم تحولوا. وكأنما جرى الانتقال من عصر رومانسي نوعاً ما، مع فوضويي القرن التاسع عشر، إلى إرهاب معولم يشن حرباً حقيقية مستعيناً بوسائل جديدة، ومع ذلك، وعلى الرغم من تفشيه في العلاقات الدولية يظل من الصعب تحديد معالمه بدقة.
