تُعد التنمية البشرية حق من حقوق الإنسان على سطح هذا الكوكب، فقد صدر الإعلان العالمي لحقوق الإنسان في 1948/12/10 على أثر الفضائع التي خلفتها الحرب العالمية الثانية، وتُعد هذا الإعلان من أكثر الوثائق التي ترجمت في العالم، فتم ترجمته إلى (360) لغة، وتسريت مبادئ الإعلان العالمي لحقوق الإنسان إلى العديد من دساتير دول العالم وقوانينها الأساسية، وأصبحت تلك المبادئ المعيار الذي يقاس به مدى إحترامنا لما نعرف أو ينبغي أن نعرف بأنه حق أو باطل.
ولم يعد مفهوم التنمية مقتصراً على زيادة إنتاج السلع أو إرتفاع معدلات الدخل أو توزيعه أو معدلات البطالة أو التقدم في إستخدام التكنولوجيا، بل أنها التنمية التي تهم العنصر البشري في كل تفاصيل وجوده (التنمية البشرية) إذ يفهم من خلال هذا المصطلح التبصر في كل أبعاد الحياة الإنسانية والإجتماعية والثقافية والصحية والإقتصادية.
نظراً لأهمية التنمية البشرية وعلاقتها وملامستها لمعظم الاختصاصات العلمية، ولحاجة الطلبة في الرجوع إليها,خصوصا طلاب الدراسات العليا، فإن هذا الكتاب يمكن أن يكون مرجعاً مبسطاً للطالب وللباحث وللقارئ المتابع، وقد ذهبت المؤلفة نحو طريقة التبسيط من خلال تناولها للعشرات من الأمثلة التطبيقية التي راعت فيها جوانب التوزيع والتمايز الرياضي الناجم عن التفاوت بين المعطيات والأرقام، ذلك من أجل تمكين القارئ ومساعدته على الفهم والاستيعاب بأقصر الطرق.
