أبو الفرج عبد الرحمن بن جعفر الجوزي الملقب بابن الجوزي، مصنف هذا الكتاب، هو عربي قرشي قيمي يتصل نسبه بأبي بكر الصديق رضي الله عنه، وعرف بالبغدادى مولداً وإقامة، وبالحنبلي مذهباً. كان علامة عصره وأمام وقته في الحديث وفي صناعة الوعظ، صنف في فنون كثيرة: التعسير والحديث والتاريخ والحساب والنجوم والطب والفقه وغير ذلك من اللغة والنحو. وكما شارك ابن الجوزي في علوم عصره وبرز بها، فقد كانت له المنزلة التي لا تداني في الوعظ. فاشتهر بمجالس وعظه التي أن يحضرها أهل الحكم ويقصدها الناس من كل حدب وصوب، ويجتمعون لها بأعداد كبيرة قل نظيره.
وقد قيل للإمام ابن الجوزي بأن في كلام السلف اختلاف حول القصاص، بين مدح وذم، إذ أن البعض من يحرض على الحضور عندهم، والبعض الآخر من ينهى عن ذلك، لذا كانت هناك حاجة لقول للإمام هو فصل في هذه المسألة، يكشف من خلاله حقيقة هذا الأمر ليبين المحمود منه والمذموم. فألق هذا الكتاب الذي شرح فيه المتعلقات من الأمور بأحوال القصاص والمذكورين، للتوصل إلى الممدوح منهم والمزموم مقسماً ذلك ضمن اثني عشر باباً كانت على التوالي: في ذكر أول من قص، في ذكر من ينبغي أن يقص، في أنه لا يقص إلا بإذن الأمير، في التعاهد بالمواعظ وقت النشاط لها. في ذكر من كان يحضر من الأكابر عند القصاص، في ذكر ما يحذر منه على القصاص، في ذم من يأمر بالمعروف ولا يأتمر في ذكر سادات القصاص والمذكرين، في التحذير من أقوام تشبهوا بالمذكورين فأحدثوا وابتدعوا حتى أجوب فعلهم إطلاق الذم للقصاص. في ذكر ما ورد عن السلف من ذم القصاص وبيان وجده ذلك في ذكر تعليم القاص كيف يقص.
