في منتصف عام 1997 قدر لاقتصاديات جنوب شرقي أسيا أن تصبح الضحايا الأولى لكارثة مالية واقتصادية اجتاحت المنطقة، وتمثلت البداية في الحملات التي شنتها الشركات الاستثمارية العالمية المتخصصة في صناديق التحوط على العملة التايلاندية "اليان" في أوائل عام 1997، ومن ثم دخلت عملات المنطقة في دوامة من التدهور والهبوط. وقد اعتمد الاستثمار بشكل متزايد على القروض التجارية الأجنبية قصيرة الأجل، ولذلك أدى هبوط قيمة العملات إلى زيادات هائلة في الديون والعجز المالي لدى القطاع الخاص. وعندما انهارت قيمة الأصول والموجودات، تخلفت الشركات، وبصورة متزايدة من القروض عديمة الفوائد في النظام المصرفي الوطني. ونظراً لعجز القطاعين الوطنيين المصرفي والمالي من امتصاص الديون المعدومة أو الهالكة (bad debts ) فقد تم تجميدها. ودخلت اقتصاديات المنظمة مرحلة من النمو الاقتصادي السلبي الذي تميز بهروب رؤوس الأموال، وإفلاس الشركات، والتضخم والبطالة، وازدياد الاضطراب الاجتماعي. وتثير الأزمة أسئلة جوهرية: هل نشهد أزمة "الرأسمالية الآسيوية" أو أزمة أكثر عمومية هي أزمة الرأسمالية العالمية؟ وهل أصبحت الأنظمة الاقتصادية التي تلعب الدولة فيها دوراً مهماً قديمة الطراز وتفتقر إلى الكفاءة على نحو متزايد في الوقت الذي تتطور فيه الأسواق العالمية، أو أن المشكلة تكمن بشكل أكبر في نمو الأسواق الرأسمالية العالمية التي تهيمن عليها أشكال متقلبة من رأس المال المضارب ومعرضة للذعر المالي في أوقات التقلب وانعدام الاستقرار؟ وعليه: فهل يتطلب حل الأزمة إصلاحا هيكلياً لاقتصاديات منطقة جنوب شرقي آسيا الاقتصادية والسياسية أن تخرج من الأزمة سليمة البنية عن طريق إعادة التضخم في اقتصادياتها، وإعادة تمويل أنظمتها المصرفية، والتفاوض على ديونها من جديد؟ حول هذه التساؤلات يدور البحث في هذا الكتاب في محاولة لإيجاد إجابات تحتوي أزمة جنوب شرقي آسيا تبين أسبابها ونتائجها.
