يعالج هذا الكتاب موضوعاً حيوياً الا وهو تطبيق القانون الجزائي من حيث الزمان، إذ يقدم أساس مبدأ عدم رجعية القوانين الجنائية الموضوعية، فيتناول النظرية التقليدية المتبعة في التفرق بين القانون الأشد، والقانون الاصلح للمتهم مبيناً مبدأ سيادة القانون النافذ وقت ارتكاب الجريمة، كما يفسر مبررات مبدأ تطبيق هذا القانون كالمبررات الفلسفية المستمدة من الحقوق المكتسبة والمبرارت القانونية البحتة.
كما يبحث في التقرير النظرية التقليدية كذلك يتناول عدد النظريات الفقهية في تطبيق قانون وقت الحكم مثل نظرية سمو القانون الجديد حيث بين مفهومها وكيفية تقديرها كذلك يتطرق إلى نظرية الأخلاقية ونظرية سيجر ونظرية جابا والنظرية المؤسسة على المبدأ الشرعية ثم يبحث في سريان القانون أصلح للمتهم من حيث التطبيق ومعياره.
ومن الموضوعات الأخرى التي يعالجها هذا الكتاب موضوع تطبيق القوانين الإجرائية من حيث الزمان، بعد ذلك يبين كيفية تطبيق قوانين التنظيم القضائي والإختصاص في الزمان، فيذكر الحلول الفقهية والقضائية في تطبيقها ثم ينتقل للنظريات الفقهية في تطبيق القانون السائد وقت ارتكاب الجريمة وفي التفرقة بين القوانين الأصلح والقوانين الأشد. كذلك يبحث في مدى تطبيق القوانين المتعلقة يسير الخصومة الجنائية في الزمان مشيراً الى تطبيق قوانين التقادم في الزمان.
