كان للمتغيرات الكبرى على المستوى العالمي ما بين عام 1945 وعام 2016، والمتمثل بالتطورات المذهلة على الصعيدين السياسي والإقتصادي، وكذلك التقدم التكنولوجي الهائل، حدوث فوضى في العالم الذي نعيشه اليوم، فسقطت دول كانت قوية، وتحررت دول كانت مستعمرة، وبرزت دول كانت محطمة أو مهزومة، وأصبحت في مقدمة الدول المؤثرة عالمياً بتفوقها الإقتصادي والتكنولوجي.
ورغم إيجاد منظمة الأمم المتحدة لضبط علاقات الدول وأمنها، وحفظ حقوقها، لكنها وفي معظم الأحوال، وقفت عاجزة دون تحقيق ذلك، وبقيت كما هي، لم تواكب هذا التطور الكبير في حياة الدول والبشرية جمعاء، عاجزة في أحيان كثيرة عن تحقيق الأمن الجماعي، أو الحفاظ على السلم والأمن الدوليين وإسعاد البشرية وتحقيق العدالة والمساواة.
وبقيت تطلعات الدول المهمّشة والفقيرة والتي تشكل الأكثرية العظمى في العالم، غير ذات معنى لدى الآخرين.
هذا الكتاب، يسلط الضوء على منظمة الأمم المتحدة وتطورها منذ بدء إنهيار عصبة الأمم، كما يسلط الضوء على عجزها عن إنجاز المهمات التي قامت من أجلها؛ وذلك بتأثير من الدول العظمى، التي احتفظت لنفسها بحق النقض.
وهكذا جعلت المنظمة الدولة رهينة لرغباتها، فأفرغتها من محتواها وأصابتها بالكساح.
