الحسبة وظيفة دينية وهي تأتي في نطاق الأمر بالمعروف والنهي عن المنكر، وحكمها الشرعي فرض على القائم بأمور المسلمين، وهو يُعيّن لذلك من يراه أهلاً له، ويتخذ على ذلك مساعدين ويبحث عن المنكرات، ويعزّز ويؤدب على قدرها ويحمل الناس على المصالح العامة في المدينة، وإذا كان أساس وجوب الحسبة هو القدرة فإن رجال الدولة أقدر من غيرهم على القيام بهذا العمل. ومنذ أن استقرت وظيفة المحتسب بدأت بعض كتب الفقه تتضمن فصولاً تتعلق بالحسبة ووظيفتها من أشهرها هذا الكتاب للمؤلف "محمد بن محمد بن أحمد القرشي" والذي يجمع فيه توليفة هامة من أقاويل العلماء مستنداً به إلى الأحاديث النبوية، وفيه موضوعات هامة تدور حول المحتسب وصفاته ووظيفته، وهو موجّه إلى كل مسلم أسند إليه منصب الحسبة، وقلد النظر في مصالح الرعية، وكشف أحوال السّوقة وأمور المتعيشين على الوجه المشروع ليكون ذلك عماداً لسياسته، وقواماً لرئاسته.
وقد تضمن كماً هاماً من الحكايات والآثار التي تتيح لممارس هذا المنصب أن يقوم بها على أكمل وجه. وجاء الكتاب في سبعين باباً، قسمها على فصول ومن أهم الموضوعات التي تناولها الكتاب: شرائط الحسبة ووظيفة المحتسب، الأمر بالمعروف والنهي عن المنكر... في الحسبة على الأطباء والكحالين والجرائحيين، في الحسبة على المؤدبين للصبيان في الحسبة على الوعاظ في الحسبة على المنجمين وكتاب الرسائل إلى غير ذلك من المواضيع المتعلقة بالحسبة وقواعدها من الأمور الدينية.
